If you're camping or hiking where there isn't great cell phone service, carry a portable weather radio to pair with the weather alert system on your phone. Even though summer storms are common, there are plenty of days where there's not a cloud in the sky and the sun is beating down, and those days are perfect for swimming hole visits.
