Louisiana has struggled throughout history to create a public school system that fairly and completely serves the residents of the state. Since Katrina, an influx of new educational experimentation has began in New Orleans and has spread to different areas of the state. This ushered in a wave of charter schools that are beginning to make an impact on the overall school landscape.
There are a lot of different ways you could create this list. We decided to focus not just on which districts had the highest averages overall, but also which areas had the highest number of “A” rated schools over all. We only used schools districts with 7 or more schools. This also helped to lessen the effect of the smaller districts that are housed within large population areas. Our calculation was created by weighing the state district score 75%, and the percentage of schools with an “A” rating as 25%.
A district that includes Luling and Destrehan, 73% of St. Charles Parish schools earned an "A" rating and no schools in the district earned below a "B", making it the highest ranking district in our analysis.
2) Zachary Community Schools district rating: 106.5
A community north of Baton Rouge, this has been the highest ranking school district in the state for the past 10 years. It came in at #2 in our survey, though, because when factored in with all of the schools in the greater Baton Rouge area, only 22% of schools in the area earned an "A" rating.
This small town offers one of the highest ranking high schools in the state, with a state score of 110.4 as well as having 66% of schools with an overall "A" rating.

4) Ascension Parish School District: 104.65
The overall district rating for Ascension Parish, where Geismar is located, is 121.2, with 55% of schools earning an "A" rating.
The overall district rating for St. Tammany Parish, where Mandeville and Covington are located, is located is 122.8, and 44% of schools in the district earned an "A" rating.
While only 7.5% of schools in the greater New Orleans area have earned an "A" ranking, the Orleans Parish School district has a number of the best schools in the state, catapulting the district to #7 on this list.
