Yes, in a city like Emporia, sometimes street namers were so tired that they could not think of anything better. At least, I assume that's what happened here. Nevertheless, what was once probably just as rural as the rest of Kansas, is now part of one of its larger cities.
It's as if Wichita was tired of naming every other street after trees, and decided to go a little off brand. Willo-esque is definitely a nod to all those tree streets like Walnut and Maple, but it has a sense of mystery. How is a street willow-esque anyways?

In Kansas, especially Wichita, there's not many large bodies of water. To name a street after the beaches of Hawa'ii is quite a stretch of the imagination. Wishful thinking, I suppose!
It might have a significance to some, but from an outsider's point of view, this road seems a little morbid. It's a dead end, and you'd almost wonder what horror movie could be filmed driving down this street.
