In 1973, Harry Sheppard and Walter Samuels opened a small ice cream shop in Wilmington. In order to help boost off-season sales, they added fried chicken to their menu, and within a few years, Walt's Flavor Crisp Chicken had drawn a huge following throughout upstate Delaware.
