In 1999, restaurateur Frank Maratta created a family-friendly attraction full of vibrant and twinkling lights. He later donated all of the displays to Channel 3 Kids Camp, who hosts the event to this day.
Every year, dozens of volunteers hang lights all over Goodwin Park in Hartford.
