Safety can be a difficult thing to measure, but for this article, we took statistics on crime reports from the FBI for the year 2013. Towns and cities that had the lowest ratio of violent crime to population made the list. Since larger cities tend to have more crime in general, only places with populations of over 2,000 were considered, and were then only compared to other places of similar size.
