Living well doesn’t have to be a back-breaking bill. Many towns boast both a low cost-of-living and an enjoyable atmosphere to give residents the greatest bang for their buck. We set out to find the most livable towns in Pennsylvania. In general, the towns with the lowest costs of living are located in Allegheny County, but we included a spread from across the state.
Edgewood is located directly to the east of Pittsburgh, and thus offers quick and easy access to the city. It has about 3,000 residents and is closely tied to the bordering communities of Wilkinsburg and Swissvale.
If you love the outdoors, then consider Ohiopyle. The population is TINY, comprising of only 25 people, but throughout the year (especially in warmer months) many visitors come to enjoy the park. Ohiopyle is located in the Pittsburgh metro area, so if you're hankering to visit a city, there is one not terribly far away.

Located in Cameron County, Emporium was once the site of manufacturing plants for radio tubes and incandescent lamps. Today, it is a peaceful town with few people and many, many trees.

The cost of living in Bethel Park is 5% lower than the Pennsylvania average, and it experiences 64% less crime than the state average. One of the most livable cities in the state, Bethel Park can be found about seven miles southwest of Pittsburgh.
Like many of the most livable cities in Pennsylvania, Baldwin is located in Allegheny County. It boasts a very low crime rate and a high educational ranking.

Westmont is a community that was born out of the Johnstown flood tragedy of 1889. After such devastation, Cambria Iron Company founded the town on top of a hill to serve as a suburb for its personnel. Now, Westmont is an affordable, pleasant community with plenty of old, attractive mansions and what some claim to be the largest cathedral-arched boulevard in the country along Luzerne St.
Elizabethtown, colloquially known as E-Town, is home to Elizabethtown College. The town has a low crime rate, many amenities, and a low cost of living compared to the state average.
Ephrata is most well-known for the Ephrata Cloister, a religious community that settled here in 1732. Today, it is a pleasant place to live and also is home of the largest street fair in Pennsylvania.

Lewisburg is located about an hour north of Harrisburg in Union County. It is home to Bucknell University, and ranks among the top 100 livable cities in Pennsylvania.
Somerset, county seat of Somerset County, has been the site of two recent historic events. United Airlines Flight 93 crashed in a field in the nearby Shanksville on September 11, 2001. The following year, the Quecreek Mine Rescue happened right outside of the city, in which nine miners were successfully rescued after being stuck underground for 77 hours. Somerset is an affordable town with many amenities.
Another Pittsburgh suburb, Monroeville has a population of about 28,000. Monroeville is famous as a zombie capital, because Dawn of the Dead was filmed in the Monroeville Mall.
